Providing the Trucking Industry and TSA with Real-Time Situational Awareness

Hazardous shipments identified and ranked for risk on-the-fly with system for monitoring and mitigating safety and security concerns on America's highways.

FACTOR prototyped a system to provide data and information for use by the trucking industry and the Transportation Security Administration (TSA) for situational awareness of high-security risk highway hazmat shipments. The system, which utilizes real-time truck and trailer tracking messages, includes a sophisticated risk model based on a security risk methodology we developed. This threat, vulnerability, and consequence-based “Risk Engine” scores each truck based on its current position and the quantity and type of hazardous materials (i.e., Toxic Inhalation Hazard, Explosive, and Radiological) it is carrying.

To support this effort, FACTOR consolidated the data for the regulated materials classified as highway-security-sensitive materials from numerous databases and mapped them to allowed package types to allot the appropriate risk mitigation parameters to a particular shipment and eliminate the possibility of incorrectly assigned shipment configurations.

National Highway Security

The system: (i) helps security specialists prioritize the trucks that should be closely monitored and which trucks require additional analysis and investigation based on anomalies that may indicate potential security concerns; (ii) supports real-time law enforcement and emergency response through state fusion centers in the event of a crisis situation (e.g., hijacked truck); and (iii) provides situational awareness to local, state, and federal authorities about the potential for high-risk shipments passing through specific geographic regions.

In addition to TSA, FACTOR worked closely as part of a project team with our consulting partners, other DHS entities, GPS technology partners, industry associations, and participating trucking companies.

GIS-based Web and Desktop Development

FACTOR develops solutions in a wide variety of environments, depending on client requirements or constraints. We build add-ins for ESRI desktop environments and also build efficient web-based interfaces to server-based tools and applications. For some clients, we’ve even done both to support complex workflows.

SQL Server Spatial

Microsoft’s SQL Server database environment supports both geographic and projected data types and can support a wide range of geoprocessing functions directly in the database.

GPS Data

Global Positioning Systems (GPS) data can be obtained from transport equipment (e.g., locomotives, railcars, commercial trucks, barges) to provide current and historical location coordinates to support many different real-time and planning-based analyses.
